What is Steam?

I need a big clarification on Steam by Valve.
1)Is it subscription based?
2)Will every game work on Windows XP?
3)Is it just a big marketplace for Digital PC games?

I kinda stopped buying full games from steam. I'll only go for the occasional $2.50 or something grabs.

I got Steam because my laptop lacks a disc drive. I'm gonna use Steam to buy older games(Star Wars Battlefront 2) because they can run on my laptop.
