Is the universe deterministic or non-deterministic.

In other words, the the universe a system which with predictable future states from the current states or are there elements of true randomness that allows the universe to go down many paths from one state and is henceforth impossible to accurately predict?
I think it may be non-deterministic. Order is kept because some things are much more likely than other things. It's much more likely for the universe to stay together than it is to suddenly explode for example but there could be a very small possibility that the universe ends at any moment.
Quantum theory suggests the universe in non-deterministic. Quantum fluctuations can cause massive destruction or for whole new universes to be created. Quantum fluctuations vary in size, are completely random but based on probability (proportional to the size I can only assume) and happen all over the place.
