Back on Topic:
Coruscant would be screwed if they had a blackout, but I doubt they'd let the whole city go dark, unless it was some type of mass sabotage on all the cities electrical grids, but even then..I'd think there would be Clone/Storm troopers guarding said electrical grids...Aye,aye.

That all depends on what time period it's in. It could also be former rebel soldiers.
