I thought they just shut it down, permanently? If it stalled it's going to be stalled for a long time now because they stall would lose a lot of people's interest.

No they didn't shut it down. It's still being in thought. Frank O' Connor mentioned that there will be a Halo movie made in the near future. But they have to work on the advertising, merchandise, etc. But not anytime soon so I won't expect it to be announced this year unless they suprise me.
