Washington they want to control traffic in case of an emergency. Plus they want the president to get around quick because if the car made a bunch of stops some thing could happen.
New York controls the traffic to speed up the slow city and to help emergency vehicles to get to their destinations.

Not sure if who that was directed to but my answer was just hypothetical. I'm not overly interested in hacking the network. Maybe spreading a Trojan but not hacking. Another option though is to create a botnet and attack the network with that. Probably easier than the my previous answer but it does take more knowledge.

You need to infect alot of computers to make a decent bot net capable of overloading a server, would be difficult.

If you got some good programming skills then you could easily send a series of efficient bots through an IRC channel. It would spread quick enough if you got the skills. Even skiddies can do it now...

I meant pretty much anyone can do it now. If you google some source code for bots and follow a tutorial on how to send it through an IRC channel your well on your way with no knowledge of what is really going on with the bots.
